This little method has been great for me because my problem was that I would need my Duke O'Death for Headhunter but then Sightseer would become a pain since my options were to either use that car with its mediocre speed and terrible handling (especially off-road if you have to travel to the north side of the map), or get far away enough to call my Mechanic and request a motorcycle. If you're a CEO and have an Office, you can also repair it if it takes some damage by landing on the helipad with the right d-pad button and going back up to the roof. I've been doing for like the past two days now and the most it's taken me is like five tries but you usually get it in your first or second try. If it doesn't spawn, you can just exit out of the main gate and try again. Basically, you just go to the Merryweather port ( here's the location on the map) and there's a good chance the Buzzard spawns there. I also found a method for grinding VIP missions faster with a Buzzard without buying one if you're level 42 or above that maybe you'd want to think about adding to the guide.
